Mr. Don Jordan
Secretary
Office of the Secretary
Kansas Department of Social and Rehabilitation Services
915 Harrison, 6th Floor
Topeka, KS 66612

Dear Mr. Jordan:

This letter advises you of the closure of our audit of the Kansas Department of Social and
Rehabilitative Services (SRS). The objective of this audit was to determine whether SRS
administered its Vocational Rehabilitation, Supported Employment, Independent Living
Services, and Independent Living Services for Older Individuals Who are Blind programs in
compliance with selected provisions of the Rehabilitation Act of 1973, as amended, and federal
regulations.

Due to other priorities, we are terminating the audit without completing all planned audit work.
The work we performed was not extensive enough to answer the objective described above and
would not necessarily disclose all material weaknesses in SRS’ administration of the above
programs. The termination of this audit does not preclude future reviews of this or similar areas
by the Office of Inspector General, and our review should not be construed as a substitute for any
other reviews required by law, license, or accreditation. Also, the termination of this audit does
not preclude the U.S. Department of Education from taking action concerning any aspect of the
entities reviewed.

We wish to express appreciation for the cooperation and assistance extended by your staff during
the review. Should you have any questions regarding this review, please contact me at
(312) 730-1620. No response to this letter is required.

                                                                 Sincerely,

                                                                 /s/

                                                                 Gary D. Whitman
                                                                 Regional Inspector General
                                                                 for Audit
