Olar review, which was completed in April 1971, consisted of an evalual tion of tha administrative procedlzres and controls relative to the receipt and disbursement af funds and included such tests of financial tranam actdons and records 88 we corisidered appropriate, Wrr did not review payroll operations or program activities.
