         The President's 18th special message for fiscal year
1977 that was transmitted to the Congress pursuant to the
i ou..'ment Contrcl Act of 1974 included a proposed deferral of
funds for the Energy Research and Development Administration and
a revision to a previously transmitted deferral of funds for the
Department cf the Treasury. Findings/Conclusions: On July 28,
1977, the Comptrcller General reported the deferral of $13.4
;illion in udget authority for the Intense Neutron Source
Facility, Ics Alamos Scientific Laboratory, New Mexico. The
President's reported deferral for the project proposed the
withholding of 11.3 million. The $2.1 difference ha' been made
available to the project for architectural and engineering
activities. Revisions to the proposed deferral of funds for the
Office of the Secretary, ntirecession Financial Assistance
Fund, of the Department of the Treasury were also proposed. The
information rovided in the two proposed deferrals was correct
and the actions taken have been clearly and accurately

To the President of the Senate and the
Speaker of the House of Representatives
      On August 16, 1977, we received copies of the President's
18th special message for fiscal year 1977 that was transmitted
to the Congress pursuant to the Impoundment Control Act of
1974.
     The special message included a proposed deferral for the
Energy Research and Development Administration and a revision
to a previously transmitted deferral as follows:
          U.S. ENERGY RESEARCS AND DEVELOPMENT
            ADMINISTRATION

     On July 28, 1977, the Comptroller General reported the
deferral of $13.4 million in budget authority for the Intense
Neutron Source Facility, Los Alamos Scientific Laboratory, New
Mexico. See CC-77-23. The President's reported deferral
for the project proposes the withholding of $11.3 million,
$2.1 million less than the Comtroller General's reported
impoundment. We have determined that the $2.1 million has
been made available to the project for architectural and
engineering activities.
     This project is number 76-5-b instead of 76-5-a as
stated in the President's message.
