To the President           of the   Senate and the
Speaker of the           House of   Representatives
On October    4, 1990, the President       submitted     to the Congress
his first   special    impoundment   message for fiscal         year 1991.
This message reports       seven deferrals       of budget   authority.        We
have reviewed     these deferrals    and found them to be in
accordance    with the Impoundment       Control    Act,   2 U.S.C.     5 681,
et
-   seq.,  as  amended.
Enclosure   I provides    specific   information      with regard      to two
of the deferrals     which we believe      will  be useful      to the
Congress  in its examination       of the message.        Enclosure      II
provides  a list    of the deferrals      as reported     by the President.

According    to OMB, total      estimated        budgetary     resources    bought
forward   from fiscal     year 1990 and          currently     available    to the
account   are $229,664,928       and not        $149,319,284       as noted in the
message.     Furthermore,     the amount         deferred    is $169,088,284       and
not $149,319,284       as shown in the          message.     The revised      amount;;
reflect   an additional      $19,769,000         in no-year      funds for
Ireland.

According      to the most recent         apportionment         schedule      for this
account,      dated October        11, 1990, total        budgetary      resources      are
$26,201,000        and not $14,529,000         as shown in the message.               This
revised     figure    reflects      an additional        $10,000,000       in
supplemental        appropriations      provided       in Public     Law 101-403
 (1990) and other         adjustments.        The apportionment          schedule     also
shows that       the amount currently          deferred      is $24,701,000        and
not $14,529,000         as reflected      in the message.
