         We investigated an allegation of plagiarism in proposals submitted to NSF by two individuals. We
         concluded that both Subjects knowingly plagiarized text into multiple NSF proposals, and that these
         actions were a significant departure from the standards of the research community and therefore
         constituted research misconduct.

         We provided our investigative findings to NSF along with recommendations concerning research
         misconduct, debarment, mandatory responsible conduct of research training, imposition of
         certifications and assurances for future documents submitted to NSF, and prohibition from service as
         a peer reviewer, advisor, or consultant for NSF.

         NSF considered our recommendations, made appropriate findings, and imposed appropriate
         sanctions for the misconduct.

         This memo constitutes the case closeout. Accordingly, this case is closed.
