                 We investigated an allegation of fabrication and falsification in NSF-supported research.
         Based on the Subject's 1 admission, and our direct examination of the published data, we
         concluded that the Subject intentionally fabricated and falsified data in three publications, that
         these actions were a significant departure from the standards of the research community, and
         therefore constitute research misconduct. We recommended that NSF make a finding of research
         misconduct and take appropriate actions.

                 NSF concluded that the subject did commit research misconduct and imposed a one year
         debarment on the subject. In addition, it directed the Subject to: provide two subsequent years
         of certifications and assurances for future documents submitted to NSF and complete training in
         the responsible conduct of research.
