         In compliance with NSF policy, a Program Officer1 referred an allegation of
         plagiarism he received from a PJ2 to the OIG. The PI had complained that while his
         proposal was declined, a proposaJ3 that was based on research copied from one of his
         arXiv preprints4 was funded.
         The PI said his concerns were not interpreted correctly, and he had not meant to
         make an allegation and did not want an investigation. He had meant only to
         discuss his programmatic concerns about his proposals and the rev1ew process.
         Accordingly, this case is closed with no further action taken.
