                  We received an allegation of plagiarism in an NSF proposal, 1 accompanied by four journal
         articles with the allegedly plagiarized text highlighted. However, each instance was a small amount
         of copying. Our analysis of the proposal and several of the Subject’s recent proposals 2 showed
         additional small amounts of copied text. Our analysis determined most of this text was of a technical
         nature that could not be expressed in another manner. We concluded the overall amount of copied
         text was small and some of it was constrained, so this copying does not rise to the level of research
         misconduct. Nevertheless, we reminded the Subject to always provide appropriate credit when using
         the text of others.

                   Accordingly, this case is closed.
