                We assessed an allegation of intellectual theft by a researcher with potential access to
        proposal information following merit review of an NSF proposal. Specifically, a PI 1 of an
        awarded NSF proposal2 alleged that another researcher, 3 who was a suggested reviewer for the
        NSF proposal, co-authored a recent publication4 about a custom software tool that was similar to
        a software tool developed as part of the NSF award. Our review of the matter determined there
        was no substance to the intellectual theft allegation. Accordingly, this case is closed with no
        further action taken.
