        This investigation was initiated pursuant to an allegation that a university 1 could not make use of
        expensive computers purchased under an NSF Award2 for several months because of poor
        planning, and that the university retaliated against the complainant3 for reporting the issue. We
        determined that the complainant previously brought the same allegations to our office, which
        were addressed in earlier cases. 4

         Accordingly, this investigation is closed.
