                We received an allegation that an NSF panel reviewer 1 provided a copy of a proposal he
         reviewed, that was awarded, 2 to a colleague, 3 in violation of NSF’s policies regarding reviewer
         confidentiality.

                The Subject acknowledged he shared the proposal with his colleague, but said he did so
         because he incorrectly thought that, if awarded, proposals automatically became publically
         available. He also said he kept a copy of the proposal because he was unaware that was not
         allowed. He apologized and said he destroyed this and other proposals he retained.

                We generated a questionable research practice letter to the Subject, reminding him to
         maintain reviewer confidentiality.

                   Accordingly, this case is closed with no further action taken.
