                                             CLOSEOUT MEMORANDUM

Case Number: 108050038 Page 1 of 1

This case was opened when NSF OIG learned that a husband 1 and wife 2 who were university
researchers and NSF Principal Investigators (PI) were under investigation by their home
institution3 for receiving duplicate salary and travel reimbursements.

Our investigation determined that the Pis accepted employment at a second institution4 , and
received salaries from both institutions while representing to their home institution that they had
not yet started working at the second institution. Additionally, the wife mischarged in excess of
$86,000 in salary to one NSF grant5 and received duplicate travel reimbursement from NSF and
her home institution on a second NSF grant6 .

Both PI's were indicted by the state of their home institution. 7 The husband entered an Alford
plea to one count of False Statements and Writings, and agreed to pay $43,578.00 in restitution.
As part of the plea, all charges against the wife were dropped. The home institution provided
NSF with a check for $86,678.15 to refund the mischarged salaries on the NSF grant.

This case is closed with no further action taken.
