         We initiated an investigation into a cooperative agreement 1 to an Alaskan non-profit
         organization2 and the PI3 for potential misuse of NSF funds. During our review of documents
         produced by the organization, we identified significant concerns about the tracking and
         expenditure of NSF funds. As a result, we recommended NSF debar the non-profit organization
         and the PI for three years. NSF agreed with our recommendation regarding the PI, and upon
         receiving no response to its notice of proposed debarment, debarred the PI for three years. NSF
         also agreed with our recommendation regarding the organization and proposed debarment, but
         through pro bono counsel the organization responded and advised NSF that (a) it had severed
         ties with the PI; (b) it was engaged in winding down and dissolving its operations; and (c) it
         would cooperate with NSF in transferring any remaining grants and grant funds to other
         institutions for completion of the grants. Based on these representations, NSF entered into an
         administrative agreement with the organization in lieu of debarment. NSF also ensured all four
         of the organization's active grants were transferred to other institutions.

                   Accordingly, this case is closed.
