The complaint alleged that a Virginia public university's research foundation 1 had been inflating salary calculations for university2 personnel in budget proposals submitted for federal funding. NSF OIG joined several other federal agencies 3 in investigating the allegation. The agencies' review of documents obtained via criminal investigative demand was inconclusive, so external auditors reviewed award documentation. An audit report concluded that the allegations were unsubstantiated. Consequently, the Assistant United States Attorney assigned to the case declined to intervene on behalf of the government, the relator dismissed his complaint, and we concluded that our investigation should end.
