         We opened this case to investigate allegations that a university 1 provided potentially fabricated
         time and effort reports to Federal auditors. Our investigation determined that, in preparation for a
         Federal audit, and subsequently in response to preliminary audit findings, a university employee 2
         fabricated time and effort reports, or caused others to fabricate time and effort reports, and
         provided them to the auditors.

         We referred the matter to the U.S. Attorney’s Office, and it was accepted for criminal
         prosecution and civil action. The employee pled guilty to one count of 18 U.S.C. § 1018, Official
         Certificates or Writings, and was sentenced.

         The submission of fabricated documents and undocumented salary costs constituted violations of
         the civil False Claims Act. As a result, the U.S. Attorney’s Office and the university executed a
         settlement agreement, in which the university agreed to pay over $1 million in restitution and
         implement a five-year compliance program.

         Accordingly, this case is closed.
