         SBIR awardees are required to perform all work and purchase all materials for the award in the
         United States, unless they make a disclosure and receive a waiver to outsource away from the
         United States.

         OIG received an allegation that an awardee 1 outsourced a portion of an SBIR award2 to a foreign
         company3 without disclosure to NSF. We were unable to establish any connection between the
         award and the foreign entity, and records provided by the company did not show any payments
         to this company.

         This case is closed with no further action taken.
