SBIR/STTR awardees are required to meet the Small Business Administration requirements as a
small business and perform the work as proposed to NSF. , This includes the requirement that the
PI on an SBIR/STTR award be a full time employee of the awardee company.
OIG received an allegation that an awardee 1 was not a small company, but rather an entity that
was performing all of their work at an institution2 without disclosure to NSF. The awards 3 to
these companies expired more than three years from the date of our inquiry, and the companies
were no longer required to maintain records. The company provided the records it said were
available, and our review of those records did not establish any wrongdoing.
This case is closed with no further action taken.
